摘要：En México, se adolece de una verdadera política pública integral que permita dignificar las condiciones de vida de las familias jornaleras agrícolas migrantes y, en su lugar, se instrumentan un sin número de programas sociales de corte asistencial, cuyos resultados, poco han podido contrarrestar las condiciones de pobreza y desigualdad en las que viven estas familias. Por otra parte, las empresas agroexportadoras ante las exigencias impuestas por la competencia en el mercado internacional, se han visto obligadas a invertir en infraestructura y al otorgamiento de algunos servicios sociales, particularmente educativos y de promoción de salud para los jornaleros y sus familias, acciones que en sí mismas representan una garantía para incrementar su rentabilidad. Dentro de este contexto, en este artículo se presenta un análisis sobre los cambios más recientes en la política social y en las acciones gubernamentales y empresariales dirigidas hacia el bienestar social de las familias agrícolas migrantes. Quienes no obstante estos cambios y acciones, permanecen al margen del ejercicio de sus derechos fundamentales como son la salud, la educación y el trabajo decente.
其他摘要：In Mexico, a comprehensive Public Policy attending the amelioration of condition of life of the migrant farm worker’s families is missing. Instead, the State had orchestrated a number of social welfare programs that has been insufficient to reverse the condition of poverty and inequality characteristic of these laborers and their families. On the other hand, the requirements imposed to local companies by the competition in the international market, force them to invest in infrastructure and to offer the pro vision of some social services, particularly in health an education. These measures are taken in order to guarantee the increase of profitability. In this context, this article presents an analysis of the most recent changes in Social Policy and government and business actions oriented to the welfare of agricultural migrant workers and their families. Even with these changes, however, the migrant workers and their families remain excluded of the exercise of fundamental rights as health, education and decent employment.
