摘要：O lazer é um dos componentes responsáveis pelo desenvolvimento social, podendo comprometer-se com intervenções políticas, que tanto podem perpetuar as circunstâncias sociais de desigualdade, como contribuir para o desenvolvimento pessoal. Como direito social constitucional, o lazer deve ser oportunizado a todos, pois pode ser instrumento real de crescimento e transformação. Para isso são necessárias políticas públicas que democratizem seu acesso e construam espaços de sociabilidade. Este artigo teve como objetivo discutir a reivindicação da população por políticas públicas de lazer a partir de dados do orçamento participativo na cidade de Montes Claros-MG no ano de 2007. A análise desses dados permitiu investigar o lugar do lazer no conjunto das reivindicações populares por melhores condições de vida e problematizar como essa questão integra as relações sociais e políticas que se estabeleceram no município nas últimas décadas, período de descentralização política administrativa com emergência de uma sociedade civil mais vigorosa, bem como dos chamados novos movimentos sociais. Neste sentido, foi possível apontar que o lazer ocupa um espaço pouco prioritário nas demandas populares, bem como uma centralização dos interesses físicos do lazer. Por fim, pôde-se constatar que, no direcionamento da coleta de dados com fins à elaboração do Orçamento Participativo, por parte do poder público local, fica pouco explícita a metodologia de aplicação do mesmo. Essa fragilidade de critérios acaba, por vezes, fazendo com que a subjetividade dos agentes envolvidos no processo possa vir a mascarar o que de fato interessa e importa para o conjunto da população na sua realidade.
其他摘要：Leisure is one of the aspects responsible for social development. It can be related to political interventions that can perpetuate unevenness social circumstances as well as allow building of personal development. As a social constitutional right, leisure has to be given as an opportunity for everyone, as it can be a real instrument of growth and transformation. For this to happen public politics are necessary to democratize its access and to build socializing places. This paper had the goal of debating the population claims for public politics of leisure from de participative budget data in the city of Montes Claros ¿ MG on the year of 2007. The analysis of this data allowed the investigation of the place of leisure in the most popular claims for better life conditions and render problematic as how this matter aggregates the social and political relations that were established in the city over the last decades, in a period of political decentralization in administration with the rising of a civil society more vigorous, likewise the rising of the new social movements. In this sense, it was possible to point out that leisure has little space in popular demands, as well as the centralization of physical aspects of leisure. At last, it could be observed that in gathering data pointing to elaborate the participative budget, done by the local public power, the methodology of applying it was not explicit. This fragile criterion ends, many times, in allowing the disguising in the subjectivity of the people involved in the process of what interests and matters to the group of population of its reality.
