摘要：Los territorios rurales han sido objeto de profundos cambios, impulsados tanto por el progreso de la sociedad del bienestar en la Unión Europea, como por la implantación de la Política Agraria Común (PAC). Igualmente, la PAC ha sufrido modificaciones para responder a estos cambios. Así, y frente a este complejo proceso de retroalimentación entre territorios rurales, sociedad y PAC, el artículo pretende determinar, por un lado, si las medidas de esta Política (incluyendo la Política de Desarrollo Rural) incorporadas en la Agenda 2000 y Revisión Intermedia de 2003 respondieron a los problemas rurales y medioambientales; y, por otro, si la sociedad demanda de la agricultura funciones rurales y medioambientales. Para solventar ambas cuestiones se han empleado con carácter exploratorio métodos cualitativos de consulta estructurada a expertos, una encuesta, y a los ciudadanos, tres grupos de discusión. Los resultados han mostrado que la PAC no parece configurar una agricultura que responda a las necesidades rurales, y que la sociedad efectivamente demanda funciones rurales y medioambientales de esta actividad.
其他摘要：Rural areas have undergone deep changes, motivated both by the progress of welfare society in the European Union and the implementation of the Common Agricultural Policy (CAP). Similarly, the CAP has been modified in order to respond to these changes and progress. Thus, in relation to this complex feedback between rural areas, society and the CAP, the paper tries to determine, on the one hand, if CAP measures (including rural development policy measures) in the Agenda 2000 and the Mid-Term Review of 2003 respond to rural and environmental problems; and, on the other hand, if society demands rural and environmental functions from agriculture. We apply exploratory qualitative methods of structured consultation with experts, a survey, and citizens, three focus groups, in order to solve both questions. The results find that the CAP does not lead to an agriculture that meets rural needs, and that there is a social demand for the environmental and rural functions of agriculture.
