摘要：En este trabajo se analiza el papel del Fondo de Compensación Interterritorial (FCI) en el escenario del nuevo sistema de financiación autonómica de 2009. Se plantea una propuesta de reforma para lograr su objetivo en el contexto de crisis económica, con la perspectiva conjunta de los fondos europeos y el nuevo instrumento estatal de solidaridad (Fondo de Cooperación). Se eligen como territorios beneficiarios las CC.AA. con renta per cápita inferior a la media española. El reparto se hace según cuatro variables transparentes y se plantean tres escenarios ligados a la posición cíclica de la economía española. El trabajo concluye con una simulación de resultados.
其他摘要：This paper analyzes the role of the Inter territorial Compensation Fund (FCI) on stage at the new regional financing system in 2009. We suggest a reform proposal to achieve its objective in the context of economic crisis, combined with the prospect of EU funds and the new national solidarity instrument (Cooperation Fund). The Autonomous Communities with per capita income lower than the national average are selected as beneficiaries. The allocation is done according to four transparent variables and there are three scenarios related to the cyclical position of the Spanish economy. The paper concludes with a simulation of the results.
