摘要：Este artigo aborda discussões sobre a política educacional do Paraná para a organização da escola pública primária republicana no período de 1890 a 1892 com base na análise da Carta Constitucional Estadual de 1892 e de documentos que nortearam a sistematização da instrução pública no estado. A educação foi temática dos governadores no Estado do Paraná e a instrução pública foi tratada sob o âmbito dos debates nacionais acerca da importância da educação no desenvolvimento e progresso social. Contudo, iniciativas para a expansão desse nível de ensino esbarravam nas questões de baixo orçamento do estado em vias de reorganização.
其他摘要：Current essay discusses educational policies in the state of Paraná, Brazil, involving the organization of the republican public primary school between 1890 and 1892, based on the analysis of the State Constitutional Charter of 1892 and on documents that foreground the systematization of public school in the state. Education was one of the most important themes employed by the governors of the state of Paraná and public schooling was dealt with under the aegis of national debates on the importance of education within social development and progress. However, the expansion of education at the primary level was hindered by the budget problems of a still fledging state.
