摘要：A partir de inicios del siglo XX, en Chile se verificó una discusión pública en torno a la presencia del consumo extramédico de sustancias como el opio y sus derivados, la cocaína y el cáñamo indiano. Con preocupación fueron los farmacéuticos quienes en primer lugar manifestaron la necesidad de someter a control la distribución y el consu- mo de tales productos, control que consideraron debía quedar de forma exclusiva bajo su propia responsabilidad. Polemizando contra los médicos y las autoridades centrales –en particular la Dirección General de Sanidad– los dueños de farmacias colaboraron activamente en la formulación de las primeras normativas destinadas a reglamentar el expendio y consumo de sustancias posibles de ser utilizadas de forma recreacional. Así, junto a los toxicómanos nacía la reglamentación que los perseguía.
其他摘要：ABSTRACT Since the beginning of the 20th century in Chile, a public debate was initiated regarding the extra medical consumption of substances such as opium and its derivatives, cocaine and cannabis. It was the pharmacists who first expressed the need establish controls on the distribution and consumption of such products. They considered that this control should be under their exclusive responsibility. Arguing against physicians and central authorities –in particular the General Health Direction– the owners of pharmacies ac- tively cooperated in the formulation of the first normative destined to regulate the sales and consumption of substances that might be used for recreational purposes. In this manner, together with the rise of the drug abuser, the regulation that would pursue them was born.
