摘要：A pesar de la multiplicidad de instrumentos legales existentes en materia de Seguridad Social en Venezuela los trabajadores asociados en cooperativas no cuentan con la protección que brinda el Sistema de Seguridad Social ello se debe, a que el mismo se encuentra inacabado no han sido dictadas leyes clave y tampoco se han creado las instituciones que deben operacionalizarlo. En la actualidad continua funcionando el seguro social a través del Instituto Venezolano de los Seguros Sociales (IVSS) al cual en principio no podrían afiliarse los miembros de cooperativas.En la presente investigación documental se analizan las normas que regulan el Sistema de Seguridad Social particularmente las que rigen el nuevo Sistema de Seguridad Social todas ellas vigentes desde su publicación aunque algunas inaplicadas e inaplicables por su complejidad por lo costoso que resultaría para los participantes en dicho Sistema y por la falta de voluntad política, entre otras razones. Asimismo se mencionan los Fondos de Protección Social que las cooperativas deben crear para atender las situaciones especiales de los trabajadores asociados los cuales la mayoría de las veces no se establecen por el desconocimiento de los interesados o sencillamente por la carencia de los recursos necesarios. Se concluye que aunque tales Fondos poseen carácter complementario a la protección que debe brindar el Sistema de Seguridad Social en la práctica cuando exis- ten constituyen casi el único mecanismo de protección social con que cuentan los socios de las cooperativas.
其他摘要：Despite the multiplicity of legal instruments existing in the Social Security area in Venezuela workers associated in cooperatives do not have the protection the Social Security System offers; this is due first to the fact that the system is unfinished key laws have not been issued nor have the institutions been created that ought to make it operational. Currently social security is functioning through the Venezuelan Institute of Social Securities (IVSS) with which members of cooperatives cannot affiliate on principle. This documentary investigation analyzes the norms that regulate the Social Security System particularly those governing the new Social Security System all of which have been in effect since their publication although some are not applied or not applicable due to their complexity the cost they would engender for participants in the aforesaid system and due to a lack of public will among other reasons. Likewise the study mentions the Social Protection Funds that cooperatives should create to take care of special situations for the associated workers; most of the time these funds are not established due to lack of knowledge by the interested parties or simply due to a lack of the necessary resources. Conclusions are that although such funds have a complementary character to the protection the Social Security System should provide in practice when they exist they are almost the only social protection mechanism that cooperative partners enjoy.
