摘要：En 1997 con el Acuerdo Tripartito sobre Seguridad Social Integral y Política Salarial (ATSSI), se sentaron las bases para la transformación del Sistema de Seguridad Social Venezolano, aquejado por un sinnúmero de limitaciones que lo hacían, entonces como ahora, incapaz de atender las necesidades sociales de la población. Para materializar el Acuerdo, fue necesario dictar en primer término, una Ley Marco que orientara la constitución del nuevo Sistema, así como un conjunto de Leyes Especiales que regulaban cada uno de los Subsistemas, con la sola excepción del Subsistema de Recreación. A pesar de que la estructura legislativa del Sistema de Seguridad Social Integral quedó casi totalmente terminada entre 1998 y comienzos de 1999, ésta nunca tuvo aplicación pues con el cambio de gobierno, se planteó la revisión del modelo diseñado durante la administración Caldera y actualmente, tras una Ley Habilitante y diversos Proyectos y Anteproyectos de Ley aún no se ha definido el destino de la Seguridad Social Venezolana, pues aunque se tiene claro que es necesario reformar, todavía no se sabe cuál es el modelo que finalmente se aplicará en el país. Los antecedentes del nuevo Sistema de Seguridad Social Integral, su conformación original y algunos de los cambios que han sido propuestos son analizados en el presente trabajo, haciendo especial referencia a la Seguridad Social en la Constitución vigente desde 1999.
其他摘要：In 1997, A Three-Party Agreement on Integral Social Security and Salary Policy (ATSSI) established the basis for the transformation of the Venezuelan Social Security System, which was suffering from an infinite number of limitations which made it then as well as now inoperable, incapable of responding to the social necessities of the population. In order to bring about the Agreement, it was necessary to establish on the one hand a legal framework which could orient the constitution of a new system, as well as a series of special laws that would regulate each of the sub-system, with the exception of the recreation sub-system. Even though the legislative structure of the Integral Social Security System was almost totally finished by the beginning of 1999, it never was applied due a change in government. The revision of the system designed during the Caldera government was proposed, and at the moment, after the promotion of several laws and legal projects, the destiny of the Venezuelan Social Security System has not been defined. It is clear that reform is necessary, but when the final model will be applied in Venezuela is uncertain. The antecedents of the Integral Social Security System, its original conformation and proposed changes, as well as certain changes analyzed and proposed in this paper in reference to the concept of social security in the new Constitution of 1999 are presented here.
