摘要：Se hace especial consideración sobre la migración laboral mexicana a Estados Unidos, atendiendo al Tratado de Libre Comercio de América del Norte (TLCAN). Aparece referencia sobre los Programas de Protección Consular y Acuerdos sobre Trabajadores Agrícolas Migratorios, que no son tales. Por otra parte, se identifica la Nueva Política Migratoria del Gobierno Mexicano y finalmente se determinan los elementos para una estrategia conjunta de la Sociedad Civil y del Estado, sobre la migración laboral en estudio, partiendo de unos criterios básicos y considerando el marco jurídico institucional y las acciones de defensa de los derechos de los trabajadores migrantes.
其他摘要：Mexican labor migration to the United States is studied in relation to the North American Free Commerce Agreement (TLCAN) References are made to Consular Protection Programs and Migratory Agricultural Labor Agreements which are not correct. The new migratory policy of the Mexican Government is identified and the elements for a joint strategy between the State and civil society are identified, based on fundamental criteria, and taking into consideration the juridic institutional framework and the actions necessary to defend the rights of migrant laborers.
