摘要：Grande parte da literatura considera os conselhos gestores, que se difundi- ram em aos milhares, no Brasil, como arenas deliberativas cujo objetivo é ex- pandir a participação direta dos cidadãos nas decisões públicas. Entretanto o modelo organizacional dos conselhos não corresponde ao conceito tradicio- nal de democracia participativa por dois motivos: primeiro, porque os participan- tes representam supostamente organi- zações e não indivíduos, e, segundo, porque além de associações não-gover- namentais, membros indicados por ór- gãos estatais também participam desses conselhos. Este artigo explora as impli- cações dessas duas características dos conselhos para a democratização das decisões públicas. Argumenta que os conselhos devem ser entendidos como espaços potenciais nos quais atores diversos não somente deliberam, mas também mudam as suas práticas. A sua contribuição para a democracia ocorre quando a interação dinâmica entre ato- res diversos produz novos relaciona- mentos e recursos para encaminhar problemas concretos, o que chamamos “relações fecundas”.
其他摘要：A great part of the literature considers the managing councils, that have become thousands, in Brazil, as deliberative arenas which objective is to expand the citizens’ direct participation in public decisions. However , the organizational model of the managing councils do not correspond to the traditional concept of participative democracy for two reasons: first, because the participants supposedly represent organizations, not individuals, and, second, because besides non- government associations, members chosen by state organs also participate in those councils. This paper explores the implications of those two characteristics of the councils to the democratization of public decisions. It argues that the councils should be understood as potential spaces in the which several actors not only they deliberate, but they also change their practices. Their contribution for democracy happens when the dynamic interaction among several actors produces new relationships and resources to direct concrete problems, what called “fertile relationships.”
