摘要：La utopía es un resorte para la imaginación, aunque no ofrece condiciones absolutas para que se realice una idea, la posibilidad de lograrla en el futuro impulsa la generación de escenarios más propicios para el desarrollo de la sociedad. El éxito de toda institución de educación superior depende de la claridad del discurso en relación con su misión, su visión y sus propósitos. De la misma forma las estrategias de acción deben responder a esos tres principios y ser congruentes entre el decir y el hacer de la política institucional. El quehacer institucional se enmarca por un contexto de valores humanos y sociales de corte ético, legal y operativo que determinan las formas de actuación de los actores y que se pueden asociar con dos dimensiones del devenir institucional: la dimensión filosófica (el ser) y la dimensión ejecutiva (el hacer). La armonía entre ambos es condición para que la comunidad universitaria realice sus funciones sustantivas y adjetivas con responsabilidad y compromiso. El presente escrito pretende exponer las condiciones que deben existir entre el sistema de valores (el deber ser) y el sistema de acciones (el hacer) para que ambos sean congruentes con los principios de la institución universitaria.
其他摘要：Utopia is an expedient to imagination, even though it does not offer absolute conditions for the realization of ideas, the possibility of achieving it in the future propels the generation of appropriate sceneries for the development of society. The success of all higher education institution depends on the clarity of discourse in relation to its mission, vision and purpose. In the same way, action strategies must respond to those three principles and be a match between what is said and done in institutional policies. Institutional doing is marked by a context of human and social values of ethical, legal and operative grounds which determine actor is performance and can be associated with two dimensions of institutional evolution: the philosophical dimension (being) and the executive dimension (doing). The harmony between these two is the condition for the university community to perform its substantive and adjective functions with commitment and responsibility. The following paper aims to show the conditions that must exist between the values system (the must be) and the action system (doing) so both match university institution principles.
