摘要：A la luz de los recientes cambios político-democráticos de los países del mundo árabe, y no sólo, se pone una vez más sobre la mesa de debate el problema de la inmigración que cada vez más afecta los Estados europeos del sur. Si por un lado, España o Italia por su posición geográfica se identifican como las puertas de entrada hacia Europa, por el otro, todos los Estados miembros de la Unión Europea tienen que tomar consciencia del fenómeno y retomar aquellas pautas que ya en el pasado acercaron la Unión Europea al problema de la inmigración. El presente trabajo intenta recorrer este acercamiento que llevó, no sin problema, al Tratado de Ámsterdam. Muchas de las ideas de entonces pueden representar las bases de una nueva fase política en materia de inmigración.
其他摘要：Considering the recent political changes and the democratic challenge in the arab world, and not only, there is an increasing evidence of debating about the migration patterns affecting countries of Southern Europe. If from a geographical point of view, Spain and Italy, have become gateways to Europe for migrants from across Africa, on the other, all Member States of the European Union must become aware of the migration's problem having a common approach, for dealing with the major problem of immigrants. This article attempts to build the aim of the process leading to the Amsterdam's Treaty. The principal concepts of that process could represent the basis of a new political phase in migration field.
