摘要：Desde la firma del Acuerdo de Cartagena se acordó dotarlo de instituciones para dirigir y orientar la integración, las cuales han sido objeto de distintas modificaciones. El trabajo busca revisar estos cambios institucionales desde 1969 hasta la actualidad en que el Acuerdo se ha convertido en Comunidad Andina(CAN); encontrar explicaciones a estos cambios a la luz de la realidad económica y política que ha venido experimentando la región a fin de indagar si los mismos se deben a presiones derivadas de las modificaciones en esa realidad, y discutir sobre la importancia de la institucionalidad en la integración regional. Se intentará comparar las instituciones de la CAN con las de la Unión Europea para destacar semejanzas y contrastes así como su funcionalidad. La discusión final será producto del cotejo de la evaluación de las instituciones de la integración andina con el enfoque teórico que señala que para que una experiencia de integración tenga éxito, los Estados y las instituciones deben ser fuertes a fin de orientar y dirigir ese proceso.
其他摘要：From the signature of the Cartagena Agreement, the countries decided to provide it with institutions to direct and orientate integration. These institutions have been modified in different opportunities,whether to widen them or to change their functions. This work aims to find explanations to these changes in the economic and political reality that the region has experienced in order to discover if they are derived from those modifications and to discuss about the importance of institutions in a process of regional integration. Similarly, there is a comparison with the institutions of the European Union to highlight similarities and contrasts as well as its functionality. The final discussion will be the result of the comparison of the evaluation of the institutions and its changes with the theoretical approach that states that both Nation-states and institutions should be strong enough to orientate and direct the process.
