摘要:Au Vénézuéla, avec l´entrée en force de la Constitution de 1999, dimportants changements se produisent. Parmi eux on peut mentionner l´importance accrue de l´économie sociale et participative dans les politiques publiques. La création de coopératives est encouragée, ainsi que la participation des communautés à des projets de développement endogène. Plusieurs fonds ont été créés pour financer le développement local et l´économie sociale et coopérative. Un de ces fonds es le Fond de Développement de l´État de Trujillo (FUDET). Cet article présente les résultats d´une recherche sur ce fonds : son fonctionnement, ses rapports avec dautres fonds publics de caractère national, et avec les coopératives de l´État de Trujillo. Nous présentons aussi la méthodologie utilisée dans cette recherche, les résultats obtenus, et quelques réflexions inspirées par ces résultats.
其他摘要:With the entry in force of the Constitution of 1999, in Venezuela, eminent changes happen. The perspective of the Venezuelan economy is moving towards the Social Economy. As a result many cooperative firms are created. Some of them are made by self initiative and some others are motivated by the State. The latter looks for the integration of wide strata of the communities to the endogenous development of the country. In this context and in order to support their development, cooperative firms are increasing their relationships with the state looking for education and financial support. With regard to the financing, the Cooperative societies have resorted to different organizations of the State; one of these at regional level is the Only Fund of Development of the State Trujillo (FUDET), which offers major financial coverage to the credit demands. It has signed agreements of cofinancing with national organizations like the Fund of Industrial Credit, the National Society of Reciprocal Guarantees for the Small and Medium sized Industry, S.A., among others. Likewise, it gives course to the projects of productive investment approved by the Inter-governmental Fund of Macroeconomic Stabilization. These resources added to the proper ones of the FUDET, they are executed by the Management of Handcrafted Development, Small and Medium sized Companies. In order to study the interrelationship of the Cooperative societies of the Trujillo state with organizations of financing, specifically the FUDET, this investigation is articulated this way: Introduction that raises the problematic; review of the Cooperative Associations in Venezuela and their financial relations; description of the Only Fund of Development of the Trujillo state; methodology used in the research; results obtained and finally some reflections product of the present study are shown.
