摘要：Com referência a três ideais normativos na cidadania democrática (civismo, plebeísmo e pluralismo) examinam-se as relações entre civismo e plebeísmo, que envolvem a distinção entre a excelência da participação e o direito a participar na comunidade política. Argumenta-se que a expansão da comunidade política requerida pelo plebeísmo coloca o Estado (distinto do governo) na posição de representante da comunidade política e abre para esta a condição de instância fundante, instituinte da ordem política.
其他摘要：With regard to three normative ideals of democratic citizenship (civism, plebeianism, and pluralism) the connection between civism and plebeianism, which involves the distinction between excellence of participation and right to participate in the political community, is examined. It is argued that the expansion of the political community due to the requirements of plebeianism puts the State (as distinguished from the government) in the position of representative of the political community, which on its turn becomes able to act as the founding, instituting part of the political order.
