摘要：O artigo Procura estabelecer uma especie de estado da arte numa discussao sobre estes temas: o que é e como se constituem o avanço científico e a inovação tecnológica? Como isso se associa às disparidades de acesso, em especial à situação desvantajosa dos países periféricos? Como a "dominância financeira" tem colonizado a inovação tecnológica? O autor pretende fazer essa revisão a partir, sobretudo, de um ponto de vista que vincula à escola evolucionista e regulacionista.
其他摘要：The article proposes a sort of state of the art of the discussion of the following themes: What are scientific advance and technological innovation and how have they been produced? How do such advances and innovations relate to access inequalities, especially in the disadvantaged situation of peripheral countries? How has financial domination colonized technological innovation? The author intends to do this review mainly from the point of view of evolucionist and regulationist approaches.
