摘要：El presente artículo propone realizar un análisis del impacto de la ap e rtura de la economía mexicana sobre la estructura y el desarrollo económico de las re g i o n e s. En términos generales, el deb ate actual sobre el tema se centra en el argumento de inspiración neoclásica de que, a largo plazo, el desarrollo entre las regiones si bien desiguales tenderá a converger e igual a r las condiciones de desarrollo subsecuentes. En este artículo se plantea una hipótesis contrari a , a sab e r: l a ap e rtura de la economía ha conducido al cre c i m i e n t o de las desigualdades, lejos de llevar a la pre t e n d i d a c o nve rg e n c i a regional neoclásica.Así las cosas, al nivel más elemental de los hechos (evolución del P I B, i nversión extranjera directa y generación de empleo) se ve ri fica lo falaz del argumento neoclásico. Para llevar a c abo esta empre s a , se realiza un análisis de la evo l u c i ó n de los indicadores a partir del estudio de la especialización pro d u c t i va por re g i o n e s , así como del cambio y la p a rticipación en la estructura regional de la pro d u cción y el empleo. F i n a l m e n t e, se argumenta a favor de una política económica activa por parte del Estado, e n la lógica de reducir paulatinamente la desigualdad ent re las re g i o n e s
其他摘要：This article intends to analyse the impact of the opening- up of the Mexican economy on the stru c t u re and economic development of the diffe rent re g i o n s. G e n e r a l ly speaking, the present deb ate on the subject focuses on the neoclassical-inspired argument that the d evelopment of the re g i o n s , although uneve n , w i l l tend to conve rge and to make equal the subsequent d evelopment conditions in the long term . In this paper a contrary hypothesis is set fo rt h , t h at is to say : far from leading to the so-called neoclassical regional c o nve rg e n c e , the opening-up of the e c o n o my has led to an increase in the inequalities. T h e n , at the most basic level of the events G D P evol u t i o n , d i rect fo reign inve s t m e n t , and cre ation of e m p l oy m e n t , the fallacy of the neoclassical arg ument is ve ri fi e d . In order to carry out this task, the evolution of these indicators is analyzed from the study of the pro d u c t i ve specialization by re g i o n s , as well as f rom changes and part i c i p ation in the regional stru ct u re of production and employ m e n t . F i n a l ly, a n d according to the logic of gradually reducing inequality among re g i o n s , it is argued in favor of a state active economic policy
