摘要：Por que os políticos praticam atos corruptos? A dinâmica de competição política vem sendo apresentada como um dos principais fatores explicativos da corrupção. Contudo, para entender os efeitos da competição política é preciso analisar os diferentes incentivos advindos da dinâmica de competição. Para tanto, o presente trabalho tem por objetivo analisar o poder explicativo de quatro características específicas da competição política: competitividade, força da oposição, reeleição e estrutura de coalizões. Tal análise tem por base os sorteios públicos feitos pela CGU, que propiciaram informações sobre corrupção numa análise aleatória dos municípios brasileiros. Os resultados indicam que o mecanismo da reeleição e a margem de vitória contribuem para a explicação da corrupção.
其他摘要：Why do politicians practice corrupt acts? The dynamics of political competition has been presented as a major explana tory factor of corruption. To understand the effects of political competition is, nonetheless, necessary to analyze the dif ferent incentives arising from the compe tition dynamics. In order to bring about this analysis, thearticle examines the explanatory power of four specific char acteristics of political competition: the competitiveness of elections, the strength of the opposition, the mechanism of re election, and the structure of coalitions. Such analysis is based on reports, made public by the CGU, providing informa tion about corruption in a random exam of Brazilian municipalities. The results indicate that the mechanism of reelection and the margin of victory in the elections contribute to the explanation of corruption.
