摘要：El trabajo gira en torno de las siguientes preguntas: øLas Universidades Tecnológicas (UTS) reúnen las condiciones necesarias para presentarse como una opción con posibilidades reales de incidir en una mejora en la calidad de vida entre quienes las cursan?, øen quÈ medida la inversión en capital humano responde a las necesidades de los grupos de población que acceden a este tipo de educación? Para responderlas, se comparan este tipo de instituciones de los sistemas francés y mexicano. Partiendo de las diferencias educativas y los distintos grados de desarrollo entre MÈxico y Francia, se reflexiona sobre las características educativas de las UT y los IUT y sobre la importancia de la educaciÛn superior corta en ambos contextos, enfatizando su importancia para abatir el fracaso escolar y para abrir oportunidades escolares y de empleo a grupos tradicionalmente excluidos de la educación superior. Con base en el análisis de cinco dimensiones que refieren a la calidad educativa, se organiza la información y su interpretación, a la luz de las diferencias entre los sistemas de ambos países, sobre los cambios y el desarrollo de las UT, y las políticas públicas en el futuro próximo.
其他摘要：The essay deals with the following questions: Are Mexican technological universities (UTS) a viable option to provide their students with real possibilities to accede to a higher standard of living? To what extent does this investment in human capital address the needs of those groups which study in such universities? In order to explore these questions, the paper compares these institutions to their counterparts in France, the Instituts Universitaires de Technologie (IUTS). Taking into account the very different socio-economic situations in which these universities operate we reflect on the educational characteristics of both types of institutions, the importance accorded to shortened careers of higher education in both contexts and emphasise their role in combating educational failure as well as opening new opportunities in the labour market for those groups traditionally excluded from higher education. Five indicators to define educational quality are used to interpret the information of both systems in the light of the differences between both experiences. The essay concludes with speculation about changes in the present and future development of the technological universitires in MÈxico.
