摘要：O Edital CT-Petro/CNPq-Finep 03/2001 visou fomentar a constituição e consolidação de Redes Cooperativas de Pesquisas, Inovação e Transferência de Tecnologia nas regiões Norte/Nordeste (Redes N/NE), por meio do apoio a projetos de pesquisa científica e desenvolvimento tecnológico. Tal iniciativa provocou a interação formal de instituições de ensino e pesquisa dessas regiões e empresas para desenvolver projetos cooperativos, representando, um grande desafio para todos. Este artigo teve por objetivo compreender duas dessas redes, a RedeAsfalto e a Rede de Catálise, e perceber se o formato favoreceu a consolidação da capacidade científica e tecnológica regional. Para fundamentação, investigou- se a literatura sobre redes, Sistemas de Inovação e capacitação tecnológica. Foiutilizado o método de estudo de caso e se descreveu, para cada rede, histórico, atores, modo de gestão, projetos, e resultados em termos de níveis de capacitação científica e tecnológica. Percebeu-se que, apesar das dificuldades na gestão, as redes viabilizaram a seleção e difusão de tecnologias e, em alguns casos, a inovação e geraram capacitação. No entanto, precisa-se aprimorar os mecanismos de gestão dessas redes e a ampliação do conhecimento da complexidade das dinâmicas envolvidas no processo de inovação, maior incentivo à participação de empresas da cadeia de óleo e gás nos projetos e maior articulação entre as políticas governamentais, nos diferentes âmbitos, envolvendo, inclusive, outros setores, para ampliar seu potencial de contribuição.
其他摘要：The note CT-Petro/CNPq-Finep 03/2011 aimed to promote the constitution and consolidation of Cooperative Networks of Research, Innovation and Technological Transference in the North and Northeast regions (network N/NE), through the sup- port of scientific and technological development projects. This initiative caused the formal interaction of educational and research institutions of these regions and companies to develop cooperation projects, which represent a challenge for all the involved parts. This paper aims to understand two of those networks: the Asphalt and Catalysis Networks, and examine if the format favored the strengthening of the regional scientific and technological capacity. The foundation of this research is the literature review about networks, innovation systems and technological capacity. The case study methodology was used and served the purpose to describe each network, their history, actors, management models, projects and results in terms of scientific and technological capacity. Results show that the networks facilitate the selection and diffusion of technologies, despite the management difficulties, and in some cases the innovation and training. However, it is necessary to optimize the management mechanisms in these networks and increase the knowledge of complex dynamics involved in the process of innovation, promote the participation of enterprises in projects of the oil and gas chain, and strengthening the articulation of governmental policies in diverse areas, even implying the inclusion of other sectors to increase their contributing potential.
