The documents of the Second Vatican Council on economical, political and social topics acknowledge the progress made by humankind and the serious problems of poverty and inequality and, anticipating what is known as the economic rights, set forth the principles for a strategy of development. After forty years, its teachings maintain their value and present a challenge to those countries and governments that have not yet been able to overcome their poverty and inequality, and in particular, to the Latinamerican countries, which in spite of their evident advances in the qualification of their population, do not seem to have found the way to development.
