摘要：Este trabalho faz parte de um amplo estudo que combina diversos grupos de municípios paulistas e os analisa mediante técnicas estatísticas multivariadas. Tem como objetivo indicar se os municípios paulistas caracterizados pelo Índice de Responsabilidade Social Paulista (IPRS) como municípios com alto índice de riqueza e baixos índices sociais (grupo 2) e municípios desfavorecidos em ambos os índices (grupo 5) são diferenciados pelos valores per capita de transferência do Fundo de Participação dos Municípios (FPM), quota-parte do Imposto sobre Circulação de Mercadorias e Serviços (ICMS) e receita tributária arrecadada, com base na regressão logística. A análise sinalizou que a variável receita tributária per capita é a que mais discrimina os dois grupos de municípios. É possível dizer que os critérios de distribuição do FPM também são aplicados de forma diferenciada, contribuindo efetivamente para a eqüidade das receitas disponíveis e apoiando os governos municipais no desenvolvimento de suas políticas públicas.
其他摘要：This work is part of a further study that matches several groups of municipalities from São Paulo state that are analyzed by multivariate statistical techniques. It intended to indicate whether the municipalities from São Paulo state, characterized by the social responsibility index as municipalities with high richness index and low social indexes (group 2) and municipalities disfavored in both conditions (group 5) are distinguished by per capita transference values from the Municipalities Participation Fund - MPF, Product and Service Circulation Tax Quota (PSCT) and collected tributary income, based on the logistic regression. The analysis signed that the variable collected tributary income per capita is better to discriminate the municipalities groups. It is possible to say that the MPF distribution criteria are applied in a differentiated form, contributing in an effective way to the available income fairness and giving support to the municipality governments in the development of their public policies.
