摘要：Tradicionalmente, a noção de cidadania estava limitada ao espaço territorial do Estado-nação. As tecnologias de informação e de comunicação, porém, interligaram o planeta em uma dinâmica rede social. Trata-se de uma reconfiguração do espaço público, do Estado-Nação, da noção de cidadania e do conceito de identidade, aspectos que necessitam de uma abordagem contemporânea e interdependente. Desde meados do século XX, há um crescente interesse pelos temas relacionados aos direitos da cidadania. Existem, porém, muitas divergências, ambigüidades e interesses em torno dessa questão, tanto em termos conceituais quanto na prática. Por isso, optou-se, aqui, por problematizá-lo, a partir de uma visão clássica, chegando a abordagens contemporâneas, que incluem a cidadania comunicativa. Essa noção de cidadania comunicativa, construída e compartilhada, e não imposta, se concretizara a medida que a política e a mídia maximizarem os interesses coletivos em detrimento dos interesses privados.
其他摘要：Traditionally, the notion of citizenship was limited to the territorial space of the nation-state. The technologies of information and communication, however, interconnected the planet in a dynamics social net. It is a reconfiguration of the public space, of the nation-state, of the notion of citizenship and of the concept of identity, these aspects that need a contemporary and interdependent approach. Since the middle of the 20th century, there is a crescent interest for the themes related to the citizenship's rights. There are, however, a lot of divergences, ambiguities and interests around that subject, such as in conceptual terms as in practice. Therefore, it choses, here, to question this, starting from a classic vision, arriving to contemporary approaches, that include the communicative citizenship. That notion of communicative citizenship, built and shared, and not imposed, had been rendered in the measure that the politics and the media maximize the collective interest in detriment of the private interest.
