摘要：O objetivo deste trabalho é apresentar, sinteticamente, as causas que levam ao déficit democrático das sociedades contemporâneas e a relação deste contexto com os meios de comunicação, diante dos seus papéis e potencialidades. Há, de certo, que se abrem novas possibilidades de comunicação entre Estado e sociedade civil, mas ainda residem incertezas sobre o seu emprego para os fins de soberania popular, visto que a baixa participação civil nas decisões políticas, em âmbito governamental, não se origina, especificamente, da falta de meios e instrumentos de comunicação, mas de práticas políticas que tendem a inibir ou coibir tal participação. O artigo estrutura-se em três seções. Inicialmente levantamos as razões que embasam a crise do sistema democrático representativo, caracterizada pelo déficit de participação civil. Na segunda seção abordamos o papel e a relação dos meios de comunicação diante deste déficit democrático. Por fim, estuda-se o conceito de democracia digital, sua origem, designações e as graduações de democracia digital em portais governamentais.
其他摘要：The purpose of this paper is to present, in summary form, the causes leading to the democratic deficit of contemporary societies and the relationship in this context with the media, in front of their roles and potential. There are, of course, that open new possibilities of communication between State and civil society, but still reside uncertainty on its use about the purposes of popular sovereignty, since the lower civil participation in political decision-making, in the context of Government, does not originate, specifically, from the lack of means and instruments of communication, but of political practices that tend to inhibit or prevent such participation. The article is structured into three sections. Initially we raised the reasons that underlie the crisis of representative democratic system, characterized by civil participation deficit. In the second section we address the role and the relationship of the media on this democratic deficit. Finally, it is studied the concept of digital democracy, its origin, names and the ranks of digital democracy in Government portals.
