摘要：La demanda de los servicios de salud se hace cada vez mayor y los recursos con los que se cuentan son menores. La necesidad de los gobiernos de contener el gasto en salud suscitó, entre otros, el fortalecimiento de los servicios del nivel primario de atención y dentro de estos constituye un reto propiciar el óptimo empleo de los recursos. La presente publicación pretende actualizar los principales elementos teóricos que fundamentan la importancia y utilidad de la eficiencia como atributo necesario de los sistemas de salud modernos, y en particular en el nivel primario de atención. Existe consenso en que la eficiencia de este nivel de atención se basa en la longitudinalidad, la continuidad, el papel de filtro de estos servicios y en la visión global que se tiene del paciente. Por otra parte la categoría eficiencia exhibe la doble condición de fin y medio para lograr el perfeccionamiento de los servicios de salud. Sin embargo, para regularizar la evaluación de esta categoría y lograr que se emplee como un instrumento en la gestión de las unidades de salud se hace necesario contar con una herramienta que incorpore las mejores experiencias descritas en este campo y a su vez sea aplicable al sistema de salud cubano.
其他摘要：The demand for healthcare services are increasingly growing and the available resources are dwindled. The need for the government to restrict health service cost led to, among other things, the strengthening of primary care services together with the optimal use of resources. The present paper was aimed at updating the main theoretical elements that support the importance and usefulness of efficiency as a required attribute of modern healthcare systems, particularly at the primary level of care. There is a consensus that efficiency of this level of care is based on longitudinality, continuity, the filtering role of these services and their global vision of the patient. On the other hand, this category holds the double condition of end and means at the same time in order to improve healthcare services. However, with a view to systematizing the assessment of this category and using it as a tool in the management of health care units, it is necessary to avail of a tool that comprises the best pieces of experience gained in this field and can be applicable to the Cuban healthcare system.
