摘要：O artigo mostra como foi gestada uma teoria do direito natural que, ao mes - mo tempo em que serviu para legitimar o Estado moderno sobre as noções de soberania e comunidade internacional, plantou o germe da sua contestação revolucionária pelos seus cidadãos. O texto mostra os primeiros registros dessa contestação interna do Estado moderno na Europa e na América.
