摘要：El propósito de este trabajo es realizar un análisis al tema de las tecnologías de información (TI) y su participación en el desarrollo social venezolano. Se trata de una contribución basada en el análisis interpretativo, a fin de comprender cómo se evalúa el grado de participación de las tecnologías de información en el desarrollo social de la población venezolana. Nuestra premisa es que la participación ciudadana se mantiene anclada en un bagaje ideológico, que representa una noción elitesca, porque excluye a buena parte de los seres humanos, y hoy, sigue asociada al determinismo tecnológico que separa cualquier responsabilidad que podamos tener en la creación de un nuevo modelo de sociedad. Para sustentar esas ideas, examinamos algunos rasgos de las políticas públicas que históricamente se han usado con el propósito de excluir a masas de ciudadanos que no han tenido acceso a la educación, basándose en una concepción ideológica que niega la participación ciudadana al bienestar social, fundamentado en discursos que legitiman las desigualdades sociales. Por último, se elaboran propuestas a partir de un diagnóstico analítico del estado actual de las TI en Venezuela, en la búsqueda por incorporar a los ciudadanos a niveles más altos de educación, y emiten conclusiones concretas para alcanzar mejores y mayores niveles de participación ciudadana con base en lo digital con la finalidad de difundir en la población el uso de las TICs mediante la acción estatal.
其他摘要：The purpose of this work is to make an analysis of the Information Technologies (IT) theme and its participation in the Venezuelan social development. It is a contribution based upon an interpretative analysis, with the goal of understanding how the degree of participation of information technologies in the social development of the general Venezuelan population is evaluated. In this article, we analyze the need to reintegrate information society and its technological apparatus to new forms of citizens participation; in the understanding of a historical continuous that associates technology and society in a social well-being process. Our premise is that participation of the people is kept anchored on an ideological basis, which represents an elitist notion; because it excludes a great part of human beings, and today, is still associated to the technological determinism that separates any responsibility we may have in the creation of a new society model. To sustain such ideas, we examine some of the traits of the public policies that, historically, have been used with the purpose of excluding the masses of citizens that have not had access to education, being based upon an ideological conception that denies civil participation to the social well-being, founded upon the discourses that legitimate social inequalities. Finally, an analytic diagnosis of the actual state of the IT in Venezuela is made, seeking to incorporate citizens to the highest levels participation, and we make some proposal to reach better and more levels of citizen participating into the digital education
