摘要：Este artigo traz reflexões sobre o envelhecimento populacional, fenômeno crescente em todo o mundo, particularmente nos países em desenvolvimento. Destaca, entre os fatores responsáveis, o declínio das taxas de fecundidade e de mortalidade. Essa constatação faz com que o tema seja objeto de crescente preocupação das sociedades capitalistas, levando organismos internacionais (Banco Mundial, ONU, OMS) a discutir os impactos desse fenômeno nas economias nacionais. No centro do debate estão a Previdência Social e os sistemas de saúde, impactados pelo aumento da demanda. Entre as diretrizes sugeridas, a elaboração de políticas públicas que incentivem modelos de desenvolvimento com participação ativa dos idosos, num discurso que defende a revalorização do idoso através do estímulo à participação ativa na sociedade, incita à produtividade e responsabiliza os idosos por sua situação, transformando-os em saudáveis e produtivos. É um discurso que homogeneíza o grupo, desconsiderando sua heterogeneidade, sem avaliar as condições em que viveram. Este artigo busca compreender o impacto dessas diretrizes na legislação e na formatação das políticas públicas para os idosos no Brasil.
其他摘要：Population aging is a growing phenomenon around the world, particularly in developing countries. Among the responsible factors for this phenomenon one can emphasize the decline in fertility and mortality rates. Considering this finding, the aging population has become the subject of a growing concern in capitalist societies, leading international organizations (World Bank, UN, WHO) to discuss the impacts of this phenomenon in national economies. In the center of the debate are the Social Security and Health systems, impacted by an increased demand. Among the suggested guidelines are the formulation of public policies that encourage models of development based upon an active participation of the elderly, what would be in accordance with the speech that defends the revalorization of the elderly by encouraging their active participation in society, also encouraging the productivity and the responsibility of the elderly for their situation, turning them into healthy and productive citizens. It is a discourse that homogenizes the group, ignoring their differences, without assessing the conditions under which they have lived. This article seeks to understand the impact of these guidelines on the legislation and on the formulation of public policies for the elderly in Brazil.
