摘要：Dimensionamento e análise dos gastos realizados pelo governo federal em áreas sociais ao longo do período compreendido entre 1995 e 2002. Os resultados mostram uma evolução do Gasto Social Federal (0SF) com pequena prioridade macroeconômica. A prioridade fiscal foi bastante irregular, tendo momentos de aumento e momentos em que a fração da despesa efetiva destinada à área social caiu. Além disso, o governo federal utilizou fontes de financiamento do gasto social a fim de enfrentar o desequilíbrio fiscal e financeiro. Os gastos vistos pela ótica das áreas de atuação mostram uma definição de prioridades e de ênfase que acaba por delimitar fronteiras bastante definidas para o gasto em áreas sociais: Previdência Social, Benefícios a Servidores, Saúde e Educação representam quase 90% do 0SF.
其他摘要：Measurement and analysis of the federal government expenditure in social areas to the long one of the period understood between 1995-2002. The results of this work show an evolution of the GSF with small macroeconomic priority. The fiscal priority was sufficiently irregular, having increase some moments and other moments that the fraction of the expenditure accomplishes destined the social area fell. Moreover, the federal government used sources of financing of the social expense in order to face the fiscal and financial disequilibrium. The expense seen by the optics of the Performance Areas shows a definition of priorities and emphasis that the most expenses set is compose by: Social Welfare; Civil Servant Benefits; Health and Education and Culture, with 90% of the GSF.
