摘要：Apresentação de algumas questões teóricas relevantes para o debate acerca das relações entre lutas sociais, direitos e políticas estatais. Destaca-se o contexto adverso para a conquista e mesmo a manutenção de direitos sociais no interior do próprio sistema, dada a forte permanência do neoliberalismo, Por outro lado, argumenta-se que lutas por direitos na atual fase de transnacionalização do capitalismo em crise apresentam o desafio de construir uma democracia que possibilite o aprofundamento da participação política das classes populares. Enfrentar esse desafio é uma tarefa urgente para as forças sociais anti-sistêmicas.
其他摘要：Some relevant theoretical issues of the debate on the relationship among social struggles, rights and state policies. The author highlights that the obtention -and even the preservation- of social rights through the system faces an adverse context because of the strong permanence of neoliberalism. On the other hand, he argues that the struggles for rights within the current phase of “transnationalisation” of capitalism in crisis pose the challenge of building a democracy that makes possible the deepening of the political participation of popular classes. Facing this challenge is an urgent task for the anti-systemic social forces.
