摘要：Configuração da ação governamental no campo da saúde no Maranhão. Procura-se desvendar o formato das medidas iniciais tomadas no contexto governamental para responder às demandas configuradas nesse campo, tomando o governo de Paulo Ramos (1936-1945) como ilustrativo. É o período histórico que corresponde, nesse Estado, ao esforço de institucionalização de uma nova estrutura administrativa com vistas ao desenvolvimento de políticas públicas na área de saúde. Seu cariz de cunho higienista objetivava cuidar, ao mesmo tempo, da saúde do cidadão e do espaço urbano com vistas a saneálo, tendo como referência as normas e regulamentos desenhados pelo poder central.

The government of Paulo Ramos (1936-1945) as illustrative is looked to unmask the format of the initial measures taken in the governmental context to answer to the demands configured in this field . It is the historical period that corresponds in Maranhão to the effort of institutionalization of a new administrative structure as to the developed public policy in the health area. Its hygienist matrix objectified to take care of, at the same time, the health of the citizen and the urban space to drain it, having as reference the norms and regulations drawn for the central power.
