摘要：El texto tiene como objetivo exponer el proceso de conversión y consolidación del sistema político nicaragüense en un régimen híbrido, señalando como episodio “clave” las elecciones municipales del 4 de noviembre de 2012. Para ello el texto se estructura en cuatro apartados. El primero presenta la situación económica y social del país, así como las estrategias desplegadas por la administración Ortega para paliar la pobreza desde políticas sociales focalizadas. El segundo muestra el proceso de erosión de la institucionalidad democrática y de desaparición de la accountability horizontal y vertical mediante la transformación de la legalidad, de la cooptación política de los órganos autónomos del Estado y de la puesta en práctica de procesos electorales opacos en 2008 y 2011. El tercero hace hincapié en las elecciones municipales de 2013, tanto en su organización, campaña, como en el día de las votaciones, así como su desenlace. Finalmente, a la luz de la información expuesta y a modo de conclusión, se teoriza la realidad política de Nicaragua.
其他摘要：The text aims to describe the process by which the Nicaraguan political system has turned into, and became consolidated as, a hybrid regime, with the municipal elections of the 4th of November 2012 identified as a key episode. With this aim in mind the text is divided into four sections. The first presents the country’s economic and social situation as well as the strategies of Ortega’s government to alleviate poverty via focalized social policy. The second section shows the process by which democratic institutions have been eroded and the disappearance of horizontal and vertical accountability through the transformations in legality, political cooptation of the State’s autonomies bodies, and the obscure municipal elections of 2008 and 2011. The next section focuses on the municipal elections of 2012, in terms of their organization, the electoral campaigns, election day itself, and the final outcome. The fourth and last section offers some theoretical conclusions about Nicaragua’s political life, as a result of the information offered in the text.
