摘要：El artículo revisa, desde una aproximación documental, la evolución de la orientación conforme a las políticas públicas europeas en tanto que contexto necesario para entender el papel estratégico que la orientación desempeña en el triángulo educación-formación-empleo. En el caso español, se señalan los hitos normativos para reforzar el concepto y práctica de la orientación a lo largo de la vida y se argumenta la necesidad de articular sistemas integrados de orientación. Para la puesta en marcha de un sistema integrado se propone considerar cuatro aspectos de especial importancia si el sistema se proyecta a nivel local, a saber: a) los postulados sobre los que se basa la coordinación de las estructuras educativas, formativas y laborales implicadas, b) el tipo de información con la que se nutre el sistema para mejorar su orden interno, transparencia y eficacia, c) la naturaleza de las acciones y su capacidad para ofrecer un continuo de respuestas en el territorio conforme a demandas crecientemente heterogéneas y d) el aseguramiento de la calidad del sistema mediante el seguimiento y evaluación de las acciones. El artículo se cierra presentando algunos elementos conclusivos y otros necesitados de un mayor estudio que abren líneas de trabajo en el ámbito de la orientación.
其他摘要：This article reviews -from a documentary approach- the evolution of guidance attending to the European public policies as the necessary context to understand the strategic role guidance plays in the education–training–employment triangle. In the Spanish case, the author points out the regulatory milestones that are intended to strengthen the idea and practice of guidance throughout life and argues for the need to implement comprehensive guidance systems. Four important aspects need to be considered in order to implement a comprehensive system, especially at the local level: a) the principles on which the coordination of the related education, training, and employment structures are based; b) the type of information the system uses to improve its internal organization, transparency, and effectiveness; c) the nature of the actions displayed and their ongoing ability to respond to increasingly diverse demands in the territory; and d) the assurance of the quality system by monitoring and evaluating the actions carried out. The article concludes by presenting some future lines of work in the lines of work in the field of lifelong guidance.
