摘要：Esse artigo tem como objetivo compreender como se estrutura o processo decisório em política externa no Brasil, com ênfase na dinâmica inter-burocrática. Para tanto, foi estabelecido dentro de um marco temporal de 20 anos (1988-2007) indicadores que permitam inquirir conclusões sobre o formato decisório seja centralizado ou horizontalizado em sua estrutura intra-burocrática, seja insulado ou permeável ao diálogo com outras agências governamentais.
其他摘要：The aim of this article is to understand how the decision process in Brazil's foreign policy is structured, with an emphasis on the inter-bureaucratic dynamics during 20 years (1988-2007), marked out by the time restrictions of the research. Therefore, indicators were established, which allow investigation of the conclusions as to whether decision-making is centralized or horizontalized in its intra-bureaucratic structure, whether it is insulated from or open to dialogue with other government agencies.
