摘要：La idea de un gobierno centralizado, jerárquico y distanciado, parece dar paso a estilos de gobierno caracterizados por la cooperación, la horizontalidad y el apoyo mutuo con diversos sectores y agentes de la sociedad. Conceptos tales como gobernanza, Estado relacional, gestión de redes parecen recoger esta nueva realidad. Así, los planteamientos teóricos más tradicionales sobre gobernabilidad, se enriquecen con los aportes sobre la gobernanza; en este sentido, el objetivo central del estudio es establecer la relación entre una determinada estructura de gobernanza y el mayor o menor nivel de gobernabilidad obtenido. Para esto, el análisis se realiza sobre un subsistema de política pública: la política de empleo en Bogotá durante 2001-2006.
其他摘要：The idea of a centralized, hierarchic and distant government, it seems to give a step to styles of government characterized by the cooperation, the horizontal action and the mutual support with diverse sectors and agents of the society. Concepts such as governance, relational State, networking seem to gather this new reality. Like this, the most traditional theoretical approaches on governability prosper with the contributions on governance; in this respect, the central objective of the study is to establish the relationship between a certain governance´s structure and the governability´s level obtained. For this, the analysis is realized on a subsystem of public policy: the employment policy in Bogota during 2001-2006.
