摘要：La empresa pública puede cumplir una importante función, contribuyendo al desarrollo económico, tecnológico y social de determinadas regiones. En este artículo estudiamos la experiencia española. Para ello analizamos la actuación territorial del Instituto Nacional de Industria. Podemos afirmar que la empresa pública no cumplió ese papel, al no reducir las diferencias regionales. La decisión de localización de actividades productivas -y especialmente de la I+D- está muy vinculada con el papel de la empresa pública en el desarrollo de las regiones más atrasadas.
其他摘要：Public enterprises can play an important role contributing to the economic, technological and social development of certain regions. In this article we study the Spanish case. For this purpose we analyse the action of the National Institute of Industry. We assert that the public enterprise did not comply with its role as it did not reduce regional differences. Decisions about the geographical localization of productive activities, especially R&D ones, are strongly linked to the role of public enterprises in the development of the most economicallychallenged regions.
