摘要：En este artículo se analiza el papel de la “Comisión multidisciplinaria para el desarrollo sustentable de San Miguel Almaya”, creada en esa comunidad de antecedentes otomíes en el Estado de México, con el propósito de dar seguimiento a las acciones turísticas impulsadas en 2006 por las secretarías de Turismo federal y estatal para aprovechar su potencial centrado en la laguna “San Miguel Almaya”, localizada a un kilómetro de la zona urbana de la localidad, y en un volcán extinto llamado Quilotzin. Pese haber sido construidas dos etapas de un parque ecoturístico, éste no fue concluido; las autoridades locales decidieron gestionar recursos para darle continuidad, pero ante la escasa información sobre el proyecto y una visión más amplia de desarrollo que no sólo incluía acciones a favor del turismo conformaron en 2010 dicha Comisión. El propósito del presente documento es analizar, mediante el enfoque de redes de política pública, el papel que desempeñaron sus integrantes en la toma de decisiones, a fin de establecer si propiciaron condiciones para el turismo y la sustentabilidad en la comunidad. El estudio estuvo basado en las metodologías de Cruz (2008) y de Zabaleta (2006), que identifican los objetivos, intereses, recursos, capacidades, limitaciones y atribuciones, entre otros elementos, que influyen en el establecimiento de relaciones entre actores públicos, privados y sociales; en este caso de la red formada en el seno de la Comisión. La información se derivó de investigación documental y empírica que incluyó reuniones con autoridades locales y entrevistas a profundidad. Como resultado destaca que las decisiones tomadas en el marco de la Comisión, así como la exclusión de ciertos actores, obstaculizaron el desarrollo sustentable de la comunidad, básicamente debido a una insuficiente capacidad de negociaciónentre sus integrantes y asimetría en sus objetivos e intereses. Ello propició escaso compromiso y baja cooperación al tratar de solucionar la problemática normativa, económica, ecológica y cultural de la comunidad, que de no atenderse con prontitud pondrá en riesgo el potencial turístico de la zona.
其他摘要：In this article it is analyzed the role of the “Sustainable Development Multidisciplinary Committee of San Miguel Almaya” created in this community with an otomi background in the State of Mexico, with the purpose to continue with the touristic acts supported in 2006 by the Federal and State Secretaries of Tourism. All with the aim to get benefit from its potential, centered on a lagoon and an extinct volcano. The Committee was created in 2010 because an Eco Tourist Park wanted to be constructed; Even though two stages of the eco tourist park were constructed, it was not concluded; in order to give it continuity, the local authorities decided to negotiate resources. The purpose of the present document is to analyze through the Public Policy Networks the role its members played at the moment of taking decisions to determine if they created the necessary conditions to promote the tourist and the sustainability of the community. The study was based on the methodology of Cruz (2008) and Zabaleta (2006) which identifies the objectives, interests, resources, capabilities, limitations and attributions, between the elements that have an influence on establishing links; in this case, among the actors of the network formed inside the committee. The information was obtained from an empiric and documental investigation that included reunions with the local authorities. One of the most important results is that, the decisions taken within the committee and the exclusion of some of the actors stopped the sustainable development due to a lack of negotiation between its members and differences in their objectives and interests, resulting in a lack of compromise and cooperation to solve the normative, economic, ecologic and cultural problems of the community that could put into risk the touristic potential of the zone.
