摘要：Este trabajo se centra en investigar las estrategias para constituir el Sistema Estatal de Formación Docente en Durango, Méx., una política educativa derivada del mandamiento consignado en la Ley General de Educación de 1993. La elaboración de la pregunta central de investigación es: ¿Cómo podría constituirse El Sistema Estatal de Formación Docente en Durango?, lo que condujo a plantear el objetivo: "Identificar las estrategias para constituir el Sistema Estatal de Formación Docente en Durango. La investigación reviste un enfoque de carácter cualitativo y se utilizó una combinación de métodos de este tipo: El estudio de Caso y la Teoría Sustentada. Las técnicas de recolección de la información fueron la entrevista semi estructurada y la observación participante. De los resultados encontrados, se presentan las opiniones de los informantes clave relacionados con la integración del sistema, sus implicaciones normativas y las culturales. Encontramos que el Sistema está diseñado desde la Teoría General de Sistemas, pero que en la cotidianeidad, éste funciona más de acuerdo a la Teoría de los Sistemas Sociales de Luhmann.
其他摘要：This paper is centered in researching the strategies in order to build The State System of Teacher Education in Durango, Mexico, An educative politic which was derived from the commandment consigned in the General Law on education in 1993. It was developed from the question: How would The State System of Teacher Education constitute in Durango? And the goal: "Identify the strategies to build The State System of Teacher Education in Durango". The research is of a qualitative approach and a combination of this kind of methods was used such as: case study research and the grounded theory. The data collection methods were the semi structured interview and the observation by stakeholders. The paper shows, from the found outcomes, the principal informants’ opinions which are related with the integration of the system and their implications both normative and cultural. We found that the system is designed from the general system theory however in the quotidian; the system works more according to Social Systems Theory by Luhmann.
