摘要：El artículo se centra en un análisis del impacto de las políticas en las universidades públicas sobre los siguientes aspectos: la atención de la demanda a la educación superior, el financiamiento, la calidad, la organización y la gestión y el sindicalismo. En cada tema se proponen cambios en la política actual. En resumen se propone: la necesidad de ampliar la atención de la demanda en las universidades públicas, atender los problemas históricos de distribución del financiamiento entre las instituciones, modificar el concepto de calidad y sus indicadores, crear un organismo nacional de coordinación y de gestión del subsistema de educación superior y evaluar el modo de operar del sindicalismo universitario.
其他摘要：This article focuses on policies impacts for public universities in the following aspects: their ability to absorb students demand, the financing, the quality, the organization and management and the unions in higher education. In each aspect some changes in current public policies directions are proposed. The main results are: the convenience to expand the enrollment in public universities, the necessity to arrange the historical problem of inequitative distribution of public resources among public universities, to modify and to conceive in broader sense the quality concept and its indicators, to create a national organism to coordinate the increasingly heterogeneous higher education system and to evaluate the modus operandi of our academic and administrative unions.
