摘要：Esta es una reflexión sobre la política económica de los años 1990 y sus influencias en la insuficiencia de trabajadores de la Atención Primaria a la Salud-APS. El interés para el estudio surgió de la necesidad de entender mejor las relaciones de trabajo en el sector de la salud, especialmente en la APS, a partir de las influencias de la política económica y la construcción del fenómeno de la insuficiencia, que afecta a miles de trabajadores de la salud, principalmente a las Estrategias de Agente Comunitario de Salud y Salud de la Familia, que en su gran mayoría no se los insiere en el Plan de Carrera, Cargos y Salarios - PCCS y desarrollan sus procesos de trabajo casi siempre en condiciones cuestionables.
其他摘要：This is a reflection about the economic policy of the 1990's and its influences in the insufficiency of the workers of the Primary Health Attention - PHA. The interest for the study emerged from the need to better understand the working relations in the heal th sector, specially in the PHA, starting from the influences of the economic policy and the construction of the insufficiency phenomenon, that is affecting thousand of health workers, mainly, of the Communitarian Agents Strategies of Health and Health of the Family, which, in its vast majority, is not inserted in a Career, Positions and Wages Plan - CPWP and develop their work processes under almost always questionable conditions.
