摘要：A violência tem se manisfetado de várias formas e alcançado as gestões públicas que omitem, negligenciam e até excluem as pessoas do direito ao pleno exercício da cidadania. A saúde bucal é uma vítima dessas gestões que incidem em grandes prejuízos sobre os adolescentes. O estudo tem o objetivo de analisar as condições de saúde bucal dos adolescentes e a manifestação da violência estrutural (institucional) mediante percepções, conhecimentos e atitudes dos coordenadores municipais de saúde bucal do Espírito Santo, Brasil. É um estudo de caso e uma investigação exploratória com um enfoque interpretativista por meio de um estudo quantiqualitativo com a aplicação de um questionário de 54 das 78 coordenações municipais de saúde bucal do ES e o aprofundamento das discussões em grupo focal, com prioridade para entender a realidade vivida socialmente dos adolescentes e a organização (gestão) dos serviços públicos odontológicos. Um ponto relevante apurado foi o desconhecimento das coordenações quanto à dimensão dos problemas com a saúde bucal dos adolescentes, a estreita relação desses poblemas com o processo de trabalho odontológico e a falta de percepção da manifestação da violência em suas ações enquanto gestores. Eis, então, um campo fértil e produtivo de violência estrutural que, de forma "oculta", tem se firmado como prática cotidiana, como se não fosse violência, ou mesmo, como se não existisse medida capaz de detê-la, desafiando a odontologia ao despertamento para a reinvenção de um novo trabalhador que assuma a postura de agentes sociais de mudança.
其他摘要：Violence has been showing itself in several ways and reached public administrative organs which omit, neglect and even exclude people of their rights as citizens. The oral health is a victim of such administrations, which cause great damage for the teenagers. This work aims to analyze the oral health condition of the teenagers and the structural (institutional) manifestation through perceptions, awareness and attitudes of the cities health coordinators of oral health in Espírito Santo, Brazil. It is a case study and an exploring investigation with focus on interpretation through a quantitative-qualitative research, including a survey directed to 54 of the 78 municipal coordinations of oral health in the state of Espírito Santo and the deepening of discussions in the group, giving priority to the understanding of the reality of the teenagers and to the organization (administration) of the dental public services. A relevant point was raised, which was the lack of information of the coordination's related to the dimension of the problems with oral teenage health, the close relation of these problems with the process of dental work and lack of perception of the manifestation of violence, or even as if there was nothing capable of dealing with it, challenging the area to the awakening of a new worker who can assume the position of social change agents.
