摘要：Este artigo traz um breve relato sobre as condições pelas quais se deu a implantação da universidade no Brasil e, como estas, contribuíram para a marginalização do negro(a) na educação formal, em todos os níveis. A política de cotas para negros na universidade pública apresenta-se como uma estratégia para tentar diminuir as desigualdades sociais que ao longo dos séculos vêm atingindo os afro-descendentes. Por outro lado, a discussão sobre as cotas deve ir além do direito ao negro a uma parcela mínima de vagas no ensino superior. A discussão deve ter como base as formas como se dão às relações sociais e como estas são regidas pela prática de poder. A partir deste pensar, é necessário se criar mecanismos para inclusão das crianças negras, amarelas, índias e brancas, na mesma proporção, nos bancos escolares, seja educação infantil ou outros níveis, escolas estas que devem ser qualificadas.
其他摘要：This article brings a brief account about the conditions for the which felt the implantation of the university in Brazil and, as these, they contributed to the marginalization of the black in the formal education, in all the levels. The politics of quotas for blacks in the public university comes as a strategy to try to reduce the social inequalities that along the centuries are reaching the Afro descending. On the other hand, the discussion on the quotas should go besides the right to the black to a minimum portion of vacancies in the higher education. The discussion should have as base the forms as they feel to the social relationships and as these they are governed by the practice of power. Starting from this to think, it is necessary to grow up mechanisms for the inclusion of children's black, yellow, Indians and white, in the same proportion, in the school banks, be infantile education or other levels, schools these that should be qualified.
