摘要：Las relaciones entre México y Cuba habían permanecido apartadas de los enfoques ideológicos, lo que permitió el desarrollo de una relación bilateral estable y constante. La política del gobierno de México se caracterizó por un discurso oficial de apoyo al proceso cubano y a su libre determinación; durante años México fue el principal inversionista latinoamericano en la isla y a su vez Cuba era el segundo socio de México en el Caribe, sin embargo, las cifras eran muy bajas. Según el autor, producto de las presiones de Estados Unidos, esta política entre México y Cuba ha cambiado; hoy el gobierno mexicano se encuentra subordinado a Washington, lo que ha significado un distanciamiento con Cuba y toda América Latina. Por último, el autor señala que están dadas las condiciones para que México recupere su liderazgo y su prestigio en la región latinoamericana por medio del restablecimiento de su política exterior propia, independiente y asertiva.
其他摘要：For several decades, Mexican-Cuban relations left apart ideological issues, what allowed the development of a constant and stable bi-lateral relationship: Mexican stance towards Cuba featured an explicit support towards the Cuban process, the former becoming the chief Latin American investor on the island, and the latter its second main business partner in the Caribbean. According to the author, the relationship between Mexico and Cuba has been modified, due to pressures from the US governement: the Mexican government is currently subordinated to Washington, a situation that has meant a rupture with Latin America as a whole and Cuba specifically. Finally, the author indicates that the conditions are favorable for a Mexican change of attitude towards the re-establishment of an assertive and independent foreign policy, which would lead to the recovery of its leadership and prestige in Latin America.
