摘要：Com este texto pretendemos acompanhar a evolução de um movimento reformista que vai da Administração Pública à Governação, passando pela Nova Gestão Pública. Um movimento cuja compreensão, mais do que por uma sucessão de etapas, passa por entender as tensões e também o valor e limites de cada uma das formas de analisar o sector público. Daí a nossa proposta de uma visão mais integrada que supere abordagens dicotómicas e permita perceber porque, desde o início, a Administração Pública foi uma temática de "encruzilhada": primeiro entre a Ciência Política e o Direito e a seguir entre a Gestão Pública, a Economia e a Governação.
其他摘要：This text aims at accounting for the evolution of the reform movement that goes from Public Administration to Governance, while going through New Public Management. A movement that to be understood requires, more than a sequence of steps, the comprehension of the tensions and also of the value and limits of each of the approaches to the analysis of the public sector. Hence our proposal for a more integrated vision of the public sector that goes beyond dichotomical analysis and facilitates comprehending the reasons why, right from the beginning, Public Administration was a theme at the crossroads: first between Political Science and Law and then between Public Management, Economics and Governance.
