摘要：El artículo se propone debatir la pertinencia, en el escenario latinoamericano, de los actuales modelos de reforma de la Administración Pública. En la primera parte se revisan tres enfoques de modernización de la administración pública y se hacen explícitos no sólo sus planteamientos sino también sus raíces teóricas y sus limitaciones teórico-empíricas. La segunda parte del trabajo se enfoca en los desafíos y realidades propias de América Latina. Sin desconocer la heterogeneidad de la región, se señalan debilidades comunes de las burocracias latinoamericanas y se propone recuperar la dimensión política de la reforma administrativa y su necesaria inserción en el debate sobre el Estado y la ciudadanía. Se concluye convocando a una reflexión que evite la copia acrítica de herramientas de modernización desarrolladas en latitudes diferentes y que antes bien subordine las técnicas en función de los fines y demandas de las realidades más acuciantes de las Administraciones Públicas latinoamericanas.
其他摘要：This article intends to debate the pertinence of the current reform models for public administrations in the Latin American context. The first part revises three approaches to the modernization of public administrations, and makes clear not only their proposals, but also their theoretical roots and limitations, both theoretical and empirical. The second part focuses on the challenges and the realities of Latin America. Recognizing the diversity of the region, it exposes the common weaknesses of its bureaucracies. We propose to take back in the political dimension of administrative reform and its necessary insertion in the debate about State and citizenship. It finishes calling for a refection that goes beyond the uncritical copy of modernization tools developed in other regions, and instead put the techniques second to the ends and the demands of the pressing challenges of the Latin-American public administration.
