摘要：La existencia de una política boliviana a finales del siglo XIX y hasta principios del siglo XX solo recientemente ha atraído la atención de los especialistas y genera algunas interrogantes no bien resueltas por la historiografía de las relaciones internacionales. En este caso cuál es la inteligibilidad dentro de la "política boliviana" en el diseño de política exterior chilena. El presente artículo sostiene que solo se puede entender dentro de una concepción dinámica del equilibrio de poder, en contra de los análisis que privilegian una visión estática de la misma. En base a ello, sostiene, se puede refrendar una perspectiva más amplia de las alianzas en base a la teoría del equilibrio, la más característica de la Teoría de las Relaciones Internacionales.
其他摘要：The existence of a bolivian policy since the ending of the XIX century until the beginning of the XX century only recently has attracted the attention of the specialists and generates some questions that have not been solved in a good manner by international relations historiography. In this case which is the intelligibility within the "bolivian policy" in the design of Chilean exterior policy? The author sustains that only within a dynamic conception balance of power it can be understood, against of the analysis that privileges a static vision of the same. Based on that, the author suggests that it can be a wider perspective of the alliances based in the equilibrium theory, the most characteristic of International Relations theory.
