摘要：In der vorliegenden Studie erfolgt eine regional differenzierte Analyse der Milchproduktion. Grundlage sind neben zahlreichen agrarstatistischen Quellen auch Expertenpanels in ausgewählten Regionen. Es werden Schlussfolgerungen über die künftige Standortorientierung der Milchproduktion innerhalb Deutschlands abgeleitet und mögliche Begleitmaßnahmen zum Quotenausstieg bewertet. Die Abschaffung der kleinräumigen Quotenhandelsgebiete hat Produktionsverlagerungen über Ländergrenzen hinweg ermöglicht. Es ist zu erwarten, dass sich die Milchproduktion weiter auf wenige Produktionszentren verstärkt. Die Milchproduktion wird somit vermehrt auf Grünlandstandorte wandern; allerdings gibt es auch Grünlandstandorte, die Produktionsanteile verlieren. Für die künftige Standortorientierung sind Marktpreise für Ackerfrüchte sowie Möglichkeiten zur Betriebsvergrößerung von großer Bedeutung. Da die künftigen Agrarpreise nicht sicher vorhergesagt werden können und unsicher ist, wie schnell die strukturellen Nachteile kleinbetrieblicher Regionen überwunden werden können, ist eine belastbare Vorhersage künftiger Produktionsverlagerungen kaum möglich. Derzeit ist eine Süd-Nord-Verlagerung festzustellen, wobei besonders die Regionen im Südwesten Marktanteile verlieren. Prognosen zur Wettbewerbskraft der ostdeutschen Milcherzeugung sind besonders schwierig. Die Panel-Diskussionen bestätigen weitgehend die Ergebnisse der agrarstatistischen Analysen. Sie zeigen außerdem eine sehr differenzierte Bewertung der diskutierten Begleitmaßnahmen zum Quotenausstieg.
其他摘要：This study analyses regional structures in German dairy production. On the basis of agricultural statistics and expert panels in selected regions, conclusions about future dairy production areas are drawn. Also possible accompanying measures with regard to the milk quota exit are evaluated. The abolishment of small scale market areas for milk quota led to production shifts across state borders. Further expansion of existing dairy centres is expected as farmers intend to increase their milk production. Dairy production will therefore shift to permanent grassland areas. On the other hand milk production in some grassland regions will be decreased. For future location decisions market prices for corn as well as opportunities to enlarge farms will be the key drivers. As future grain prices and the time period for small-structured regions to overcome their disadvantages are unknown, a solid forecast on future regional trends in dairy production is almost impossible. At present there is a south-north-trend where especially regions from the southwest loose production shares. To estimate the future competitiveness of Eastern Germany is especially difficult. Panel discussions confirmed the statistical results to a large extent. They also showed a rather differentiated evaluation of possible accompanying measures regarding the milk quota exit.
