摘要：O artigo tem por objetivo avaliar o estoque de capital social do arranjo produtivo local de Gemas de Teófilo Otoni, localizado no Vale do Mucuri, Minas Gerais. Para tanto, recorre-se a uma metodologia que permite calcular o índice de capital social para o arranjo produtivo local. Como exemplo para qualquer agronegócio, verifica-se que o êxito das diversas ações, programas e políticas implementadas pelos agentes públicos e privados guarda uma forte relação com o nível do estoque de capital social existente na região. Conseqüentemente, a busca por um modelo de governança a ser desenvolvido para o arranjo produtivo local não deve ignorar as variáveis que afetam o índice de capital social. Este fato deve ser ressaltado porque existe uma corrente de pensamento que acredita na possibilidade de se aumentar efetivamente o estoque de capital social, confrontando com outra vertente, que busca explicações em raízes históricas para justificar, de forma determinística, o capital social. Conclui-se que o índice de capital social da região poderá ser aumentado através de ações mais focadas nas necessidades da região. Neste sentido, diversas são as variáveis que podem ser capazes desta intervenção, criando as condições necessárias para o desenvolvimento do arranjo produtivo local, e deste modo, atenuar a possível existência de distorções geradas por políticas públicas e falhas de mercado que acarretam resultados pífios para o desenvolvimento do arranjo produtivo local.-
其他摘要：The objective of this paper is to evaluate the social capital stock of the Teofilo Otoni local gems arrangement, located in the Mucuri Valley of the State of Minas Gerais. With this purpose, it uses a methodology that can estimate a social capital index for the local productive arrangement. It is well known in the literature that the success of different actions, programs and policies implemented by public and private agents are strongly related to the existing stock of social capital of a region were the local arrangement is located, in the same way as the search for a government framework to be developed in a local productive arrangement must take into account variables that can affect the social capital index. This was emphasized because in the literature there are those who believe in the possibility of increasing social capital stock, while others with a deterministic view do not, justifying it with eventual historical root explanations. The study concludes that several actions focusing mainly on the region necessities could increase its social capital index, creating the necessary conditions for economic development and therefore reducing possible distortions generated by public policies and market failures in the local productive arrangement.
