摘要：As a NAFTA partner and Canada's third largest export market for agri-food products, developments in Mexico are of direct interest to Canada. Rural poverty, low productivity, poor infrastructure and unclear property rights for both land and water still inhibit the efforts of Mexico's government to improve competitiveness of its agricultural sector.
