摘要：Este trabajo busca analizar críticamente las dificultades y limitaciones que el proceso de integración regional andino ha experimentado desde la creación del Pacto Andino en 1969 hasta la crisis de la Comunidad Andina cuarenta años más tarde. Se explora el argumento de la ausencia de "voluntad política" como variable y se busca descomponer ésta analizando la incidencia de los grupos de interés internos en la construcción de la política del Estado hacia la Comunidad Andina.
其他摘要：This paper analyzes difficulties and limitations in the process of regional integration in the Andean region since the founding of the Andean Pact of 1969 to the present crisis, forty years later, caused by the decision of the government of President Chávez to withdraw from the Andean community of Nations. Political will as an explanatory variable is examined. An alternative analysis, centered on pluralistic view of policy formation in which internal interest groups affect policy outcomes is offered to explain theformation of the political will argument.
